Don't judge this restaurant by the outside or the impression you get when you first walk in....it's a bit dated.
I travel for a living all over the world and I usually enjoy a steak whenever possible, with that said the steak here was one of the best I have had in a long time. Â The loaded baked potato was really good with the melted cheese. Â Or waitress was very patient with us as there were 5 of us at the table and three different ways to separate the bills according to our companies expense account rules.....she was very accommodating .
I trekked in a snowstorm from my hotel to Rupps because I heard they had good steaks. Â The meal was well worth the bitter cold. Â I had a ribeye which I still think about. Â There was also a solid salad bar and a neat old bar with wood carvings and old mirrors. Â The atmosphere is dark and quiet, and you do feel like you're walking into a restaurant designed in many many years ago, but that's not uncommon in my experiences in the area.

In fact, the food deserves three stars but the service was atrocious!!
We got there a bit before 8PM on a Thursday (well, tonight). Â The place was empty aside from people at the bar (and if we ever go back, I think that's where we will sit.) Â Yes it's out dated but its from 1939 and that's fine.
My fiance had the Reuben with a potato onion soup. The soup was decent and as a Reuben connoisseur, he said it was above average.
I myself got the steak tenderloin tips in a heavy gravy sauce with onions, mushrooms, and supposedly red wine. Also it came with an undressed baked potato and the salad bar.
The service... o... wow. the service was so terrible.
The girl that sat us had a bad attitude, and our server, while polite, was not 'there' but totally distracted and chatting with the other girl all night.
Back to the salad bar - it looked perfectly fine, aside from the fact there was no SALAD (ie lettuce). We had to wait for that for quite some time.
No bread was delivered to our table, so the previous commenter had a much better experience than we did. I even saw bread baskets and couldn't believe we were being treated so poorly. Â
Even when my baked potato came I had to ask for butter. Â Not to mention, though they asked my fiance if he wanted a refill on his soda, they never inquired about my wine. I had to ask for a glass of Shiraz (don't bother with the merlot, it's awful).
Then, when we were basically done with dinner but out of soda, we waited another extended period even trying to get the waitress's attention for more soda - and when she brought it, she took my wine glass without even asking if I wanted any more.
Whomever owns this restaurant needs to have a big talk with their staff.
The chefs did a fine job delivering our food (I also had a cream of broccoli soup that was fine).. I imagine nothing here will blow you away if you have a refined pallet, but probably most things will meet with your expectations of an old-school steakhouse. Â ....That is, unless they had good service, once upon a time.
I have been going to this restaurant for years. Â It the best steak in Sheboygan in my opinion. Â I normally get the steak and shrimp or steak and lobster and it is to die for. Â Their salad bar is great, I love their home made warm rolls, we always have good service, and they make good drinks. If you are going out for fine dining in Sheboygan I would suggest Rupp's to anyone. Â I rated it a 4 only because it's a bit pricey and the decor is a bit out dated.
