The view is great, but the view is more interesting from Dockside a few streets over for a few dollars less.
The service was good, but not friendly.  At least we didn't feel hurried.
The decor is white paint, white plastic, an old carpet inside.  There are paper placemats, metal utensils, crockery plates and paper napkins which are hard to hold onto in the wind.
The food was not good.  My husband got the smallest and worst looking piece of mahi we have ever seen. My fish sandwich was smothered in bland cheese and very thick breading, which was made soggy by the heavy cheese covering. The french fries were bland and there were tons of them. They were the only thing served in abundance.
The number of dollar signs should maybe be reviewed.  I don't know how one should figure it. You could come out under thirty per person , if you had a sandwich, no app, and no desert or alcohol.  But an app, drinks, entree and desert would put you way into the $55-$65 range.
There are so many restaurants in the area, that there is no reason to go here.

The drinks are strong & the view is amazing; these are the two wooden legs supporting Tugboats. Overall.. it could be a little more refined.. The carpet is worn and dirty around the corners, the paint is straight PEELING OFF, & there's some random, ancient-looking dust-collectors & pictures for decorations in the bar area upstairs. But, BUT-

it is Cape Cod in the summer...& it is right on the marina, so you are rubbing elbows with people straight off their boats. There is a gorgeous view, and because of this one probably wouldn't notice the decor inside. There are plastic chairs outside, and the set up makes it slightly picnic-y, but I think that kind of comes with the marina territory.

Tugboats! What are you doing?! You have this awesome location and you're doing absolutely nothing amazing with it!

The menu is standard Cape Cod seafood, but the plates are completely uninspired. My friend ordered the baked scrod and it was just a small piece of fish, a blob of mashed potatoes, and some basic mixed vegetables with butter. I create more beautiful dishes in my tiny NYC kitchen. Nothing was particularly tasty or superb and the presentation was just...sad.

And speaking of presentation, the design of this restaurant is so so so off. It looks like it hasn't been redecorated in decades. Pine wood everywhere, ugly mini curtains on the windows, and white plastic furniture on the patio deck. Come on. You can do better.

I mean, I guess they'll continue to get a lot of business by trapping unsuspecting tourists who are just delighted by the harbor view. But it's just plain depressing and I really wish they would do something more tasteful (decor and food-wise) with the place, especially since the location is so great.
