Hall Inn

it's a dive bar across from the college campus.  you can buy cheap beer there. they even sell forties. you can consume said beer in this place. there is a progress chart that tracks how many different beers people have drank there.

they open ass-early (like 6am, if i'm not mistaken) and you can eat breakfast there. if your life choices lead you to a situation where you  find yourself imbibing on a 40 of mickey's and eating a plate of scrambled eggs at 7 in the morning, then you you'd be hard pressed to find a worse option than the hall inn.
