The best thing about the Caboose is that people always forget its there. It's on the west side of Bloomington and is kind of hard to find.
It gets 4 stars based on expectations. It's not high class food by any stretch. It's decent homestyle cooking at very reasonable prices. You won't be knocked out of the park by the food, but it's good. It definitely has a local vibe and the decor is bar/supper club/tavern.
I normally end up at the Caboose like this...It's Friday/Saturday night, someone says "Where do you want to eat tonight?" In B/N you're looking at an hour wait anywhere decent on Veteran's. 10 or 15 names are thrown out and after debating about wait time, price, and type of food, someone suggests the Caboose. That's were we end up. Short wait, decent food, and no one goes broke.
