Rookies is usually a pretty good time. It's generally a younger crowd after 9pm, and if it's summer or winter break you can expect it to be full of college kids. Or, if you grew up in Elgin, you can also expect it to be a high school reunion.
I've eaten here only a few times. The food is pretty typical bar food, probably a little above average in quality, and their drinks are usually alright. If you're into sweet drinks, you should definitely try one of their Fishbowls. They're giant, very sugary, and fun to carry around because they're all brightly colored cocktails (literally) in a giant fishbowl.
They've got a ton of TVs placed all around the bar, and if there's a game on, you'll be able to see it no matter where you sit. Also when the bar really gets going they play music videos and current music. There's lots of space to dance (usually, unless it's a major drinking holiday) and the bar is big enough that it usually isn't a problem to get a drink, even if it's busy.
I'd recommend giving Rookie's a try.
